I am from Ukraine. And with your code for PS 1.7.6.3 is impossble to register name on Cyrilic

On PS 1.7.6.3 there shall not be this issue anymore, as this is solved in classes/Customer.php, so probably there's another issue there? Try to look at Prestashop forums, that might be helpful source of information.
